How much can an agency charge?
Where an agency is involved, the fee is capped under the Real Estate Brokerage Act. For the portion of the price above ¥4 million, the ceiling works out at 3% of the price plus ¥60,000, plus consumption tax. Buying a new build directly from the developer can mean no agency fee at all.
When do the taxes land?
Not all at once — they arrive at contract, at closing, and again months after you take ownership. Real estate acquisition tax in particular is billed well after closing, which is why the practical rule is not to spend down to zero on completion day.

The governing provisions
- Real Estate Brokerage Act, Article 46
- A broker may not receive remuneration exceeding the amount set by the Minister of Land, Infrastructure, Transport and Tourism — the basis for the agency fee cap.
- Local Tax Act, Article 73-2
- Real estate acquisition tax is imposed on the acquisition of real property by the prefecture in which the property is located.
- Registration and Licence Tax Act, Article 9 and Appended Table I
- Sets the tax base and rate for each type of registration. Reductions are available for qualifying residential buildings.
What extra costs apply from overseas?
On top of the judicial scrivener's fee, insurance premiums, pro-rata settlements and any loan arrangement or guarantee fees, expect notarization and translation costs for powers of attorney and signature certificates. Budget for the international transfer fee on the completion funds, and for how long clearing takes.
